The two key redacted documents:
1) 14 March 2012 letter from Department for Transport (DfT) civil servant(s) to Undersecretary of State for Transport Norman Baker MP, regarding whether or not to fund the Bexhill-Hastings Link Road. Download here.
2) 19 March 2012 letter from DfT civil servant(s) to Undersecretary of State for Transport Norman Baker MP, regarding whether or not to fund the Bexhill-Hastings Link Road. This is the document that notes that East Sussex County Council has “significantly overstate[d] the benefits” of the Link Road, “double-counting productivity improvements” and dramatically overstating the number of jobs that would be created.
Other significant documents:
3) The 21 May 2012 response by the DfT to the Hastings Alliance’s application to see “copies of any correspondence and supporting documents exchanged between [the DfT and the Treasury] during the Best and Final Funding Bid process and up to and following the announcement of the final decision announced on budget day.” This was the request that yielded the redacted documents above. Download here.
4) The DfT’s March 2012 assessment of East Sussex County Council’s “best and final” bid application for provisional funding approval. This is the document that notes the “significant” risk of the Road yielding “low” value for money (see towards the bottom of p.5). Download here.
